Sheila Kelsey Termination Rescinded!

What happened to Sheila Kelsey was no laughing matter. An OA II from DPSS she was given an Intent to Terminate after she taped one of her co-worker’s singing so she could hear how she sounded.

Sheila was later told that she upset her co-worker and that she violated a department policy. Sheila was unaware of any policy prohibiting the use of tape recorders in non-work areas.

She also stated that had she known at the time that the co-worker was upset she would have immediately apologized and erased the tape. Since they had both laughed about it when she played it she did not think anything else of it.

As a punishment for her actions the department recommended originally that Ms. Kelsey be terminated from her position as an OA II. Ms. Kelsey came to the Union and a Skelly hearing was held. After this hearing the department dropped their discipline to an 80 hour suspension.

However, it was the Union’s belief that Ms. Kelsey did not deserve the 80 hour suspension either. So the case was appealed. A mediation hearing was held and the hearing officer ruled that the punishment Ms. Kelsey received was too severe and the department was advised that they must make Ms. Kelsey whole and provide her with the 80 hours she lost. Ms. Kelsey was instead given a corrective counseling memo for her actions.

Membership Involvement Makes The Difference!

Local 777 staff and members joined Marion Ashley and his family as they monitored the results of the March 5, 2002, primary. When the absentee results were released, Marion led by a mere 7 percentage points. As the night wore on, the results of 777’s phone banking and walking efforts began to show; Marion began increasing his lead and never looked back!

While the rest of the field ran a dead even heat as mid-night approached, each garnering a mere 17% of the votes cast, Marion finished with a solid 33% of the vote—nearly doubling all of his opponents. In the end, Steve Williams bested the remaining candidates and will be our/Marion’s opponent for the November run off.

In his victory speech, Marion thanked 777 for our efforts on his behalf. He pointed out that “the only people who phoned and walked” for him were 777 members and staff. He also credited us with helping him to increase the margin of victory.

While we prevailed in the primary, the battle is not yet won. This is the time to step up our efforts on Marion’s behalf. We now have our own 777 phone bank and will, once again, put it to use for Marion this fall. It will be a long time before we are presented with the opportunity to elect someone with Marion’s credentials, understanding of our issues, who also has a desire to work with us. Let’s get Marion, our friend, and future boss elected!!

Bob Doyle posted an overwhelming victory in his bid to become Riverside County’s next Sheriff. With 777 Representative, Kathie Delgado, leading the charge, our Local assisted Sheriff-Elect Doyle by contacting voters via phone banks.

We are pleased to report that we are also supporting Robert Byrd for Auditor-Controller! As each County department should be audited every two years we are hopeful that together we can uncover and identify waste to save taxpayers money and provide more resources for better services!

3% At 60 For Riverside County/Court Employees!!

On May 28th County and Court employees overwhelmingly voted for the new CalPERS 3% at 60 retirement provision that was made possible when Governor Davis signed AB 616. This benefit will mean a 25% increase in county/court member benefits once they retire.

For Court employees negotiations are taking place for a new MOU to discuss

paying for this new benefit. For County employees,this benefit has been negotiated as part of a new Memorandum of Understanding, that now will expire on December 31, 2004. A number of excellent provisions were also negotiated, as witnessed by the 95% vote in favor of ratification!
